About PACTO


Pembrokeshire Association of Community Transport Organisations (PACTO) was established in 2004 to bring together, strengthen and represent the Community transport sector in Pembrokeshire.

We are a registered charity and a company limited by guarantee. Community Transport services help people and groups who do not have access to their own transport and who do not have or cannot use conventional public transport services.

PACTO is a unique umbrella charity organisation that provides support, promotion and guidance for six Community Transport member organisations. We provide guidance and support in vehicle procurement, training, volunteer recruitment, marketing, best practice guidance, funding and infrastructure support.

Priorities

Our current workplan has the following priorities:

  • To achieve a comprehensive and sustainable network of affordable and high-quality community transport facilities, accessible to all, that are well known and well used by the people of Pembrokeshire.
  • To enable the most elderly, disabled and isolated members of our community to access services and opportunities.
  • To create a system to facilitate lift-sharing across rural Pembrokeshire, mitigating costs for car-owners and providing communities with access to services, activities and opportunities, day and night, which were otherwise out of reach.
  • To provide transport from hospital and settling at home, for people at risk of hospital admission because they have no means of getting home

In October 2023, PACTO was awarded a three-year grant of almost £1 million from the Motability Foundation to transform Community Transport in Pembrokeshire. This innovative and exciting project has presented PACTO with a rare opportunity to review and reshape the community transport sector in Pembrokeshire to be more resilient, with stronger governance, shared resources, and a more coherent set of services for people with mobility issues.

This initiative will:

  • Enhance accessibility, efficiency, and sustainability within the community transport sector.
  • Provide four wheelchair-accessible cars and four wheelchair-accessible minibuses to expand the community transport fleet.
  • Seed funding for setup and running costs for services.
  • Create a new Community Transport delivery model based on stakeholder consultation and strategic implementation over three years.
  • Serve as an example for other community transport operators across the UK.
