
PACTO Achieves National Recognition with Double Finalist Shortlisting at the UK Leadership in Passenger Transport Awards.
Pembrokeshire Association of Community Transport Organisations (PACTO) are thrilled to announce that we have been shortlisted in two categories at the prestigious Leadership in Passenger Transport Awards (LiPTA).
Pembrokeshire-based community transport organisation PACTO has received national recognition after being shortlisted in two categories at the prestigious Leadership in Passenger Transport Awards (LiPTA) 2026.
PACTO has been named a Finalist in:
- Team Management Award — Wyndham Williams, Transformation Project Manager, by recognising the hard work and dedication of the Transformation Team in the delivery of the project.
- Innovation & New Thinking Award — Ady Poole, General Manager, by recognising its innovative Transport Connector service and approach to developing accessible, forward-thinking transport solutions for passengers.
The awards celebrate excellence across the UK’s passenger transport sector, spanning bus, coach, rail, and community transport, and are designed to recognise outstanding leadership and professional achievement at all levels.
Recognition of Transformational Impact
The shortlisting reflects the impact of PACTO’s Motability Foundation-funded Transformation Project, delivered over the past two and a half years, which has focused on improving transport accessibility, coordination, and outcomes for people with mobility needs across Pembrokeshire.
Speaking on the announcement, Ady Poole, General Manager of PACTO, said:

A National Platform for Community Transport
The Leadership in Passenger Transport Awards are a new UK-wide initiative recognising leadership excellence across the transport sector, with finalists drawn from a wide range of organisations including major operators, local authorities, and community transport providers.
This year’s shortlist includes over 60 finalists from around 30 organisations nationwide, highlighting the competitive nature of the awards and the significance of reaching this stage.
Showcasing Rural Innovation
PACTO’s inclusion in both the Team Management and Innovation categories highlights its growing reputation as a leader in rural and community transport innovation, demonstrating how locally driven solutions can deliver meaningful and scalable impact.
The organisation’s work has increasingly contributed to wider sector discussions around:
- Integrated and accessible transport
- Demand-responsive and community-led models
- Partnerships between health, local government, and third sector organisations
